Why Programme Management Matters on Major Residential Refurbishments

A construction programme is far more useful than a start date and completion date.

On a major refurbishment, hundreds of activities are connected. Design information triggers procurement. Procurement has lead times. Areas need to be ready for installation. Specialist trades need access. One delayed decision can affect several later activities.

A good programme makes those dependencies visible and, more importantly, allows the team to look ahead.

If information is required eight weeks from now, the programme should tell us when the decision has to be made and when procurement must begin. That creates time to manage rather than react.

Refurbishments add uncertainty because existing buildings reveal things as they are opened up. When that happens, the programme provides a framework for deciding what else is affected and whether work can continue elsewhere.

A useful programme is therefore a live management tool. It should move with progress, design changes, decisions and emerging risks.

Good programme management is ultimately about coordinating hundreds of smaller decisions so that the project has the best possible chance of reaching the agreed outcome.
